You Don't Know What You're In for With ObamaCare
 
We know the Obama health care changes will soon be coming.  I'd like to just let you know all the paperwork that must be done just so a Medicare beneficiary can get a pair of glasses after they have had cataract surgery.  I'm an optometrist and have to deal with this frequently.  It will only get worse with ObamaCare!
 
1. Fill out a HIPAA form, the federal privacy form.  Don't complain about filling out forms in doctors offices!  The feds make us do it!
2. Must have an "assignment of benefits" form.
3. An "advance beneficiary notice" form if the glasses have any special features such as a deluxe frame or invisible bifocals.  This tells the patient in advance that Medicare will not pay for these features and the patient has to pay.  I get to explain why Obama won't pay for that designer frame.
4. A deluxe frame or deluxe lens form if the patient received either one or both.
5. Proof of delivery, such as a receipt of the dispensed glasses, signed and dated by the patient.
6. Complete the Medicare claim.  I need the surgeon's national provider identification number.  Then on the form I must use my national provider identification number, but not confuse it with my facility national provider identification number.  The feds gave me two unique provider numbers so they can keep me confused.  What is unique about two numbers?  Oh, and the new NPI numbers replace what used to be called the UPIN, the unique physicians' identification number.  The bureaucrats at CMS (center for Medicare and Medicaid), which used to be called HCFA, love changing names and reinventing the wheel.
 
Advocates of Medicare love to point out that paperwork is easy, since it's a "single payer" system.  But its not!  Eyeglass claims are considered "DMERC" claims and get sent to one place, Railroad Medicare claims gets sent to another carrier, and doctors' examinations get sent somewhere else!
 
It's amazing we ever get through this.  Also, note all the paperwork.  This is the same government that insists on all these forms being filled out and then says we want it all done electronically.  This is what electronic medical records are all about. 
 
Another note on electronic medical records.  The same federal government that instituted the crazy HIPAA privacy law is the same one that wants you to have no privacy at all by putting all your health information on the net.  Electronic medical records mean all of your health information will be available to any hacker on the web. 
 
Both political parties want electronic medical records.  Newt Gingrich and Obama have both made big deals about saving lots of money on electronic medical records.  However, the programs the doctors will have to buy cost $40,000.  I can assure you the country will save -0- with this project!  Guess who will be paying for this fiasco?
 
I know for a fact that all of these problems will only get worse with ObamaCare.  We're really in for it!

2.  Legislative Alert:  ACORN could get $8 Billion More in Funding 

At least $53 million in federal funds have gone to ACORN activists since 1994.  In the near future, they could get $8.5 billion more tax dollars despite being under investigation for voter registration fraud in a dozen states.
 
The so-called "stimulus bill" that was passed in February contained $3 billion that ACORN might receive.  In addition to that, Obama's 2010 budget contains another $5.5 billion that could find its way to ACORN bank accounts.

Michele Bachmann (R-MN) had inserted and passed an amendment out of committee that would prevent federal funds from flowing to groups who are under investigation or convicted of malfeasance.  Unfortunately, Barney Frank wanted this measure stripped from the bill when it came to the floor for a vote.  "It was a mistake," said Frank and therefore, when it came to a floor vote the Democrats stripped it from the bill.
 
Bachmann said, "I am disturbed by how cavalierly Washington spends the taxpayers' money."  The new charges brought against ACORN this week in Nevada reaffirm my concern about giving taxpayer dollars to organizations that are repeatedly under criminal indictment."

Under various appropriations disguised as "block grants," in the stimulus and budget bills, ACORN is eligible to apply for a lot of new funding.  According to Matthew Vadum, a senior analyst and editor with Capital Research Center states, "That these new methods of funding opens the way for ACORN to receive billions in taxpayer money.   "Any tax dollars going to a criminal enterprise like this is just wrong, " Vadam says.

Michele Bachmann is not backing down from cutting funding to groups like ACORN.  It is no surprise that that Democrats will fight to the death to keep taxpayer money going to groups that expand Democratic voting rolls.  To liberals, ACORN played an integral part in their recent electoral victories.   The end result is that ACORN will be getting taxpayer money in order to elect more Democrats and to retain their power.   It makes no difference to Nancy Pelosi or Barney Frank that ACORN is under criminal investigation!

4.  TWO Special Reminders

Between now and the June meeting, the Arlington Republican Club will have two special events.

First, we will celebrate Memorial Day (5/25) at Camp Thurman.  Please rsvp with Kyleen Wright (214-213-4296 or KWright@TexLife.org) so that we know how many to expect---for the festivities and for the flag football game.  But most importantly, we remember the men and women who gave their life defending our freedom.

Second, the ARC Golf Classic will be June 5.  Our guest speaker is the entertainer Michael Hix, who we know best from his performances at Johnnie High's.  Remember, money from the tournament goes to our PAC, which supports our wonderful Republican candidates.  In other words:  the campaign for 2010 begins on June 5.  We look forward to seeing you then.
